Constantly parking on the grass verge and pavement

The builders have been told by residents not park on the grass verge and drive way as it has caused damage to the pavement and grass verge. They have ignored this. On monday 1 june there was a deliver of windows which were placed on the pavement and you could not get pass. This sort of thing occurs every day.
