Still there. Emailed also to say closed but still not dealt with. The next bin along 15 meters away also has an issue.

Original bin inside has been turned over so that no rubbish can be added so people are leaving it on top. The other bin has no bag and hasn’t been collected for weeks.

So someone who has previously dealt with these bins has tried on purpose to avoid them being used. Ridiculous
