Damaged pipe leaking sewege water including human waste on the road

This ongoing problem is about more than a month I strongly believe damaged sewage pipe from The flat nearby leaking direct sewage water and human waste on the road causing unbearable smell and wide range of dirty and pollution from Beginning of school road. There's a school opposite side of the road which thousands of pupil and parents going there regularly.
