Pathway between two lamposts on the Loading Bay side of Rosemary Avenue

The pedestrian pathway on the Loading Bay side of Rosemary avenue is usually blocked either by 2 or 3 large black bins that are overfull and extra garbage bags placed directly on the pedestrian pathway alongside the bins. It has been going on for months & many times i’m forced to walk onto the road to go over when cars are already illegally double parked and is a blind spot.

The bins have ‘flats above shops’ on it & are placed on the pedestrian footpath right outside the metal gate of the Trade Counter business & a slip road for the access to business from back of house.

Its very unsafe for us pedestrians to first have cars half parked on the pavement itself and now even less space because bins are kept out and overfull 24/7. If it was just the night before pickup I’d understand but this is laziness of houses above shops resulting in unsafe & inconsiderate situations pedestrians have to risk lives for. I do not think bins on pedestrian pathways take priority over safe pathways. Its not safe for me to risk pushing myself onto the road at blind spots for the convenience of lazy residents.

You as the Council need to ensure either by fines or whatever that the owners of these bins are not doing what they want due to laziness as the cost of public safety and responsibility.
