Tree obstructing drive way

This tree has been obstructing my driveway for a long time now. The council also planted a new tree which is visible in the photo I uploaded. My road has become crammed with cars which has become a big issue, this is causing a lot of issues with my neighbours as they are parking either side of my driveway making it extremely difficult to access my driveway and times I am not even able to enter /leave the driveway. The large tree on the left has made life very hard and also caused a lot of damage to my car. Please could someone help with this issue it would be much appreciated
