Commercial vehicles parking

We have an issue with vehicles speeding around the street and commercial vehicles parking up the kerb in certain areas blocking the view of on comings cars. Can speed bumps be introduced as drivers are not adhering to the 20mph painted on the road and there was nearly an accident on Saturday. This needs to be viewed and addressed at some point.

Emergency vehicles will be unable to get to certain parts of the street due to the amount of commercial vehicles being parked in areas of concern.
