Overgrown tree- blocking pavements

Overgrown tree is causing problem whilst people are walking on the pavements. The branches are drooping head-height and when it rains the beaches fall even lower and sometimes blocking the paths. In addition the branches are leaning heavily on electrical wires which when windy or heavy rain the branches press heavily on the wires. The tree has not been pruned for over 20 years.
