Drain sewage from garden seeping onto footway

The manhole just inside the house boundary with the footpath at 196 High Street, Feltham has been leaking out sewage into their garden for several months. It has now become so bad that it is seeping onto the pavement. It smells and pigeons are drinking from it risking spreading diseases. It's now possible for toddlers to fall over into it.
