Criminals strike for the 3rd time (with fly tipping) on the exact same spot within 5 days. They appear to be very calculated and observing the collection by the council / highways and dumping more rubbish on the same spot. The council may want to consider mobile surveillance to catch and prosecute these criminals as they are only costing the taxpayer more money. They have total diregard to the law and community.
