Tree cage still not reattached to tree

I reported months ago that this tree cage was vandalised and ripped off the tree. Last week the case was closed without explanation and without the issue being remedied. Cage is still on the floor. Either fix it back to the tree or take it away as I’m sick of looking at it. It’s a hazard to wildlife and is bringing down the area. this is a 5 minute job!
