Large overhanging hedge covering footpath

I write with concern, regarding a large overhanging hedge which has now completely engulfed the footpath leading up to my elderly parents property, leaving them no option but to walk on the mud verge which is incredibly slippery and uneven as they are again unable to walk down the footpath.
