Soak away on t junction seriously flooding then freezing

Having spoken to a number of residents who have lived here for decades, the flooding from this soak away has been a problem for at least 44 years. With recent downpours we have all found the flooding to be worsening to the point you can't pass it on foot and it gets so deep people don't want to drive through it. The houses immediately by it get soaked no matter how slow you drive through and not everyone is courteous enough to slow down. Today it was frozen after the downpours of the past day or so in sub zero degrees and I have a video of a man who came off his motorbike having hit the black ice that remained as it thawed. Thankfully he fell well but he could have been disabled or killed. Many children use the route on school runs and it all becomes an ice rink /lake, if you're lucky enough to be able to find a gap to pass it. There are many elderly people who live here who's lives will deteriorate to an unfixable level should they slip. Some refuse to go to the shops when it's at it's worst, leaving them housebound and isolated. It needs fixing urgently, especially after today's incident.
