84 Granville Avenue black bin on footpath again

My neighbour 84 Granville ave always puts her rubbish on the public footpath on collection day. Her black bin was not emptied this week as the lid would not close. I put it back in her garden this morning as I could not get past with my trolley. There is no room for pushchairs or wheelchairs to get past. She has just put it back on the public footpath again. She was also seen taking another black bag of rubbish up the road which she then dumped in the manor house in Manor Lane. It's not just me a few residents have been complaining. Thank you
