Rubbish dumped under a tree

A new tree was planted in Addison Avenue Hounslow TW3 4AP. Opposite number 38. Somebody has dumped rubbish under it. Can you please clear the rubbish as the tree may get dry due to not getting water. Can a wire mesh be put around the tree to stop this from happening again and also a sign to say do not dump rubbish here. This tree was very dry in the summer and by watering it regularly it has bloomed. Kindly look into this matter. Thank you
